BACKGROUND

Bishop Mengeling announced the establishment of an Office of Pastoral Planning during Chrism Mass 1999 and appointed Sister Rita Wenzlick, OP to serve as Director and Sally Ellis for the position of Associate Director.

To assist the new office in fulfilling its responsibilities, Bishop Mengeling established a Diocesan Strategic Pastoral Planning Commission (DSPPC) appointing Father David Howell and James Rouse to serve as co-chairs. Father Howell is pastor of St. Mary Magdalen Parish, Brighton and Vicar of the Livingston Region. Mr. Rouse is a member of Christ the King Parish, Flint and has been involved in leadership positions for various diocesan organizations including the Pastoral Council of the Diocese of Lansing.  The newly organized DSPPC consisted of twelve members representing the six regions in the diocese. 

By spring 2002, the preliminary task of the Strategic Planning Commission was completed and the new focus of the commission became the implementation of the diocesan pastoral plan which was created from the diocesan-wide "grass roots" input from the people of Lansing Diocese.  

New members were selected among applicants from parishes throughout the diocese.  The work of the commission continued and recommendations were made for implementation of the seven goals.  The first step was in reponse to Common Strategy 2, i.e., "Develop an assessment tool based on the seven goals to address parish life".  This resulted in the development of a Parish Assessment Tool (PAT) which was distributed to each parish for its completion.  The work of the DSPPC continued as parish action plans, priorities, and needs were submitted to the commission or qualitative and quantitative analysis.   

In April 2004, regional meetings were convened in each of newly designated 10-region structure.  They include: 
1.   Genesee (East)                6.  Jackson
2.  Genesee (North)              7.  Lansing (NW)  
3.  Genesee (South)              8.  Lenawee
4.  Ingham/Eaton                  9.  Livingston
5.  Ingham/Shiawassee        10.  Washtenaw
