ST. BARTHOLOMEW ATHLETIC ASSOCIATION HANDBOOK INTRODUCTION TO CHRISTIAN YOUTH ATHLETICS Recognizing the reality of our culture, athletic and sports figures play a significant role in the development of values that are acquired by our young people. Recognizing the reality of our culture, athletic and sports figures play a significant role in the development of values which are acquired by our young people. Priorities such a "Number One", "Super Athlete" and the "multi-million dollar contract" are all secularist values which our society emphasizes. These values are in direct conflict with the building of the Christian community. What then is the justification for youth athletics in the Catholic Church? History would indicate that the initial purpose of Catholic Youth Organization (CYO) Athletics was to "get kids off the streets". With the accomplishment of the above goal, and with close to two million youth participating in CYO sports in pluralistic America, it has become necessary to redefine our goals for our youth athletic program within the CYO structure. Young people have definite diversified needs and their cries must be heard and then met through many different vehicles of youth ministry. If we believe that one of the goals of youth ministry is to foster the total personal and spiritual growth of each young person, then certainly youth sports has a place along side youth ministry. In fact, the two sharing common goals become one. Athletics, as one vehicle of youth ministry, can offer the young person this opportunity for growth and Christian maturity. Centered around the person of Christ, with the coach as a true minister, the St. Bartholomew Athletic Program has the opportunity to be a real witness to the community we live in. Not only can the team be an ideal setting for the formation of real Christian community because the team members work together, enjoy victory, and suffer defeat and frustration together, but also with the proper leadership, other forms of peer ministry can be experienced by both team members and others. In this sense, the coach is a real educator and transmitter of Christian values. Finally, Pope Paul VI reinforced the idea that athletic competition can take the formal teaching of the pulpit and the classroom and give it experimental value to the millions of youth who engage in such an activity: Sports well understood and practiced...contributes to the development of the whole person because it demands generous effort, careful self-control, mastery of self and respect for others, complete commitment to the building of tomorrow¡¦s well-orderedwell ordered society which we have characterized as the "civilization of love". PURPOSE OF THE SBAA ORGANIZATION The purpose of the St. Bartholomew Athletic Association is as follows: 1. To sponsor, promote, coordinate and operate athletic activities for the youth of the Parish and the students of the St. Bartholomew Consolidated School consistent with the Parish Mission Statement. SBAA is a parish organization. 2. To regiment a program of athletics for the youth of the Parish and the Consolidated School in athletic leagues CYO League or in a preparatory manner for such a league. 3. To approve or reject the addition or elimination of teams. 4. To raise and disperse funds for the purpose of operating the Athletic Programs and projects which it sponsors. 5. To hear and resolve questions or concerns raised by the parents, youth or coach-ministers who participate in the programs or projects for which it sponsors. 6. To inform the general membership of the scheduled activities and events of the association. PLAYER ELIGIBILIITY To be eligible for an SBAA parish team, a player must be a bona fide member of the St Bartholomew Parish or attend the St. Bartholomew Consolidated School. The residence of a player shall be deemed to be that of his parent or legal guardian. A player can play on only one league team in the same sport. If a youth moves from one parish to another during the school year, he/she may finish that athletic year with the original parish, or may transfer to the new parish at the time of the move. However, he/she must play with the new parish during the next school year. A youth who is a bona fide member of another parish, which has not or will not field a team for that sport, at the appropriate level, may petition the league(should league guidelines apply) to play for St. Bartholomew. If the petition is approved, the player may be eligible to play for St. Bartholomew pending the SBAA Board approval. GRIEVANCE PROCEDURE Any complaint or team- related situation that a parent may have, shall be addressed to the coach, first. If the parent is uncomfortable addressing the coach or does not get satisfaction, this complaint should be addressed to the appropriate Commissioner, or the Athletic Director. The Athletic Director may resolve the matter or recommend the matter to the SBAA Board. All SBAA members have the Rights of Appeal as stated in Article II, Section of the SBAA by-laws. If the Athletic Director can not resolve the grievance and recommends the matter to the SBAA Board, the President shall form a Task Force to investigate the grievance. This Task Force shall consist of, at least, three to five other Board Members. Board Members will be used for this Task Force to insure confidentiality. If after initial meetings and investigative interviews, the grievance is unsubstantiated, the grievance will be dismissed. If the grievance appears to have credence and is disputed, there shall be a hearing of the grievance in accordance with the rights of due process. At this time, the discussion may go to the entire Board for review, or remain with the Task Force for resolution. GUIDELINES CONCERNING UNSPORTSMANLIKE CONDUCT Each Team is responsible for the conduct of its fans and cheerleaders. Any coach, player, fan or cheerleader may be cited for unsportsmanlike conduct. This situation is typically covered in league guidelines. At the time of the alleged infraction, the offender is to leave the playing facility. If the offender(s) refuses to leave, the game will be forfeited in favor of the parish team not involved the citation. A member of the Board will review the event to determine what, if any, further action is required. SBAA SOCIAL FUNCTIONS The SBAA will administer, organize and conduct Social Functions for the participants in the SBAA Program, for fundraising to support the SBAA Program and for the fellowship of the SBAA Membership and St. Bartholomew Parish. These functions will be conducted in accordance with the following guidelines and Parish Councils recommendations: 1. For those functions conducted for, or focused on, the youth and having youth in attendance at the function, no alcoholic beverages shall be supplied, sold or consumed. 2. The SBAA Board shall develop the schedule for all events and approve the Chairperson(s) for each event. The SBAA Board has final approval for all functions, decisions and requirements. 3. Functions for the Youth of the Program: „h Awards Nights „h Awards Banquets „h SBAA RecognitionTeam Masses „h Junior High Dances „h Open-Gym Nights „h SBAA Sponsored Tournaments „h Regular Season Games All activities are subject to pastoral direction, and archdiocese requirements. It is the intent of the SBAA to administer, organize and conduct the Awards Nights and/or Banquets to acknowledge all participants in the Sports Program. These functions are conducted for and with the youth participants and as such, no alcoholic beverages will be provided. MEMBERSHIP and MEMBERSHIP FEES Membership is open to any parishioner of St. Bartholomew, families of students attending SBCS, and petitioned player¡¦s family. Membership year runs according to school year calendar beginning with Fall registration. The SBAA will offer yearly, family memberships. This membership fee must be paid for a child of that family to be eligible to participate in the SBAA Program. Membership includes, including the right to vote in elections and on proposals placed before the membership. For this purpose, each adult member of the family will have one vote. Membership fees are non-refundable. Membership is open to any parishoner of St. Bartholomew, any student attending SBCS, and petitioned players family. Membership is contingent on a status of ¡§good standing¡¨. ¡§Good standing¡¨ includes, but is not restricted to: participating in volunteer and fundraising activities, fees paid in a timely fashion, equipment and uniforms cared for appropriately and returned in a timely fashion. A decision of ¡§good standing¡¨ is made by the SBAA Board. Loss of this status can and may result in loss of SBAA privileges, such as voting rights and the opportunity to participate in SBAA activities. The registration form must be submitted with the membership fee. REGISTRATION FEES Registration fees are due on or before the end of the prescribed registration period for that particular athletic season. The registration fees should be submitted with the registration forms and the membership fees, as scheduled by the Boardforms to the appropriate Athletic Director. Late registration can and may be subject to a late fee and to refusal by Athletic Director based on team availability, timeliness of submittal, or as matters warrant.etc. A fee schedule will be developed, approved, and published by the SBAA Board, prior toat the beginning of registration for the upcoming year. This will cover the following: 1. Activities offered 2. -Fees for: Baseball, Basketball, Cheerleading, Football, Softball, Track, Volleyball 3. -Late Fees: timing and amount 4. -Additional Children: *This applies to any two or more children in the same family participating in SBAA Athletic Programs during the same season, or when any child participates in two sports during the same season. No student shall be denied the opportunity to play due to financial limitations. If a family cannot afford fees, on a temporary or permanent basis, the parents need to contact a Board Member to have the fees waived. This request may be made in writing. Confidentiality will be maintained. *ADDITIONAL - This applies to any two or more children in the same family participating in SBAA Athletic Programs during the same season, or when any child participates in two sports during the same season. No student shall be denied the opportunity to play due to financial limitations. If a family cannot afford fees, on a temporary or permanent basis, the parents need to contact the appropriate Athletic Director, or a Board Member, to have the fees waived. This request must be made in writing. The seasonsathletic seasons are as follows and consist of the athletic activities listed: FALL SEASON WINTER SEASON SPRING SEASON Girls Basketball Girls Volleyball Boys Baseball Cheerleading Boys Basketball Girls Slow Pitch Softball Football Girls Fast Pitch Softball Girls & Boys Track Boys Volleyball A specific activity can program may, and maycan, be downsized or canceledcancelled, if the Board deems that it is not viable. Reasons for this include, but are not limited to: lack of suifficient participants, lack of sufficient facilities unavailable, lack of sufficient adult volunteers for coaching, commissionerscommisioners, etc., or any other reason that the Board believes that is in the best interest of the overall SBAA program.etc The registration fees typically cover league fees, CYO Tournament costs and CYO awards. The registration fees do not cover gym rental, facilities management, uniforms, administrative costs, medical supplies, major equipment purchases and special projects. The SBAA will pay for one additional tournament fee for each team. This additional tournament may be the SBAA sponsored tournament, or other pre/post season play. The Fundraising Functions, and related efforts by the SBAA, cover these costs. It is expected that all members shall participate in some facet of these fundraising efforts, in addition to working the concession stands and collecting admissions fees at St. Bartholomew home games. If a family is unable or unwilling to participate in fundraising activities, at the discretion of the Board, an additional annual fee may be applied. The SBAA will pay for one additional tournament fees for each team. This additional tournament may be the SBAA sponsored tournament. PARENT RESPONSIBILITIES 1. Submit registration forms, release forms and payments on time. Children will not be allowed to practice until all forms and fees are received by the SBAA. If a family cannot afford the fees, temporarily or permanently, the parents may contact a Board Member to have the fees waived, with confidentiality maintained. 2. Participate by volunteering time to SBAA fund raising activities, help with field maintenance, concession stand, admissions, attending general meetings and social events. 3. Keep uniforms and equipment clean and in good repair and return them on time, as requested by the coach or Commissioner. Lost or carelessly damaged uniforms can and may result in replacement at the parent¡¦s expense. Damage such as loose numbers or letters should be noted when returned. 4. Provide transportation for players to and from practices and games, on time. 5. Insure that two (2) adults are at each practice. If not, then the parents should stay until a second coach arrives or until the end of practice. 6. Inform coach if a player will not be present for a practice or game. 7. Alert coach of any special problems with a player¡¦s medical history, prior to the first practice. Any player who sustains an injury during the season that needs a doctor¡¦s attention must submit an original letter and one copy signed by the Doctor to the Athletic Director which states that the player may return to sporting activities. This policy will be strictly enforced as it safeguards all players and officially notifies the coach that it is safe to allow a player to participate. 8. Support team and coach by attending games, helping with gate collection, score keeping or by cleaning up. 9. Uphold the spirit of the St. Bartholomew Parish organizations by setting a ¡§Christ-like¡¨ example. 9. Insuring that all players shall attend the SBAA Recognition Masses. COACHES GUIDELINES Coaches are the primary means by which SBAA upholds and enforces its ideals and goals. Coaches have the most influence over the conduct of the players and spectators during any event. It is the primary responsibility of the Coach to visibly show that he/she values self-restraint, fair play and sportsmanlike behavior. Remember, coaching is a privilege, not a right. Each team will consists of only one(1) head coach and one(1) assistant coach. Other assistants may be added after teams have been selected. Coaching a team for a season, or multiple seasons, does not provide an entitlement to continue as head or assistant coach. Selections will be done on an annual basis, unless, for the good of the program long term, the A.D. has decided to keep a coach in a position on an extended basis. This has happened for specific ¡§A¡¨ teams, 7-8th grade football, and track. Even these assignments will be reviewed annually for compatibility with the guidelines of the program, and approved by the Board. The selection of coaches is the responsibility of the Athletic Director and the Commissioner for that particular sport. The A.D. and the Commissioner will draft a roster of coaches, and submit these names to the Board for approval. The basis for this roster will be the Coaching Application Form, competed by each candidate. The A.D. or Commissioner will notify all candidates of the list that will be submitted, prior to that Board Meeting. This is particularly important when multiple candidates have volunteered for the same team. If any candidate wishes to challenge the submitted list, he/she may inform the A.D. or another member of the Board, in writing. The candidates will, then, be given 5 minutes before the Board to present their qualifications and goals for the team. Where ever possible, the A.D. shall provide the opportunity for opposing candidates to work together towards a consensus agreement to: work together as coach and assistant, withdraw, or go before the Board. The following guidelines are presented for the information of prospective coaches and interested parents. 1. All Coaches and Assistants must complete the Archdiocese Child Protection Class and be officially registered at the parish office as completing the class prior to coaching any player. Two Adults must be present at each event. As such, the Coach shall follow, adhere and uphold the guidelines and rules of the Archdiocese Child Abuse Decree. 2. The Coach shall not use profanity, abusive or degrading language or action during a game or practice. 3. The Coach must avoid any action or remark that may incite the displeasure of the spectators. 4. The Coach will immediately discipline any player who shows disrespect to an official or opposing team member. The Coach must be fair in disciplining all players when enforcing team rules. 5. The Coach is responsible for uniforms and equipment that he/she has been issued, and for the facility in use during their practices and games. For use of the St. Bartholomew PAC this applies to getting 1) Keys to enter, 2) reporting damage/maintenance problems in a timely fashion and 3) securing the facility after the practice or game, 4) return the keys to proper location. 6. The Coach must insure that no spectator intimidates an official, team member, or other team member. The Coach must report repeat offenses by any SBAA spectator to the SBAA Board. 7. The SBAA strongly recommends the use of substitutes whenever possible, especially when the outcome of the game has more or less been decided. Deliberate attempts to humiliate an opponent, such as running up the score, will not be tolerated. 8. Every player is to participate in all practices. All league requirements and SBAA guidelines for playing time shall be followed. 9. For the safety of the players, the Coach is to start and finish practices in a timely manner. No child shall ever be left at a game or practice site without adult supervision. 10. The Coach shall attend activities such as SBAA Recognition Masses, Award Ceremonies and meetings and encourage parent and players to participate as well. The Coach shall support and adhere to the philosophies, guidelines and rules of the SBAA and leagues in which the team participates. 11. The coach will check to make sure that all athletes have the necessary equipment for the sport. The coach will alert the appropriate party should financial assistance be required. Non-compliance with or violation of the SBAA handbook can and may result in discipline up to and including a Coach or Assistant being declared ineligible for the present and / or future seasons. SBAA PLAYING TIME GUIDELINES The focus of the SBAA is to develop individual skills and team play. At the grade levels 3, 4 and 5, for all players who attend practices and games regularly, playing and practice time over the course of the season shall be equal for all players. The SBAA expects that playing time during games be as equal as possible for all players. At grade levels 6, 7 and 8, coaches will balance the needs of the players preparing for high school athletics and of those players using their last opportunity to play for their school team. No player shall ever attend a game and not play at all. Where ¡§A¡¨ and ¡§B¡¨ teams are operative, playing time shall be one unit of play. A unit of play will be defined as: one quarter(basketball), one game(volleyball), one inning(softball/baseball). Each league may have specific playing guidelines(For example: CYO, 3rd grade basketball is 1 continuous quarter). Coaches are to be aware of these guidelines and comply with them. Violations can and may result in a forfeit being declared, by the league and/or SBAA. While a league may not enforce or even monitor playing time requirements during tournaments, playing time guidelines are in effect for SBAA teams during all games, tournaments included. Therefore, all players attending a tournament game shall play in that game. As Football is a full contact, collision sport, playing time is at the discretion of the Football Coach. However, no player shall ever attend a game and not play at all. While scrimmage and practice games may be used to provide players with more game-like situations, thereby increasing playing time, every effort shall be made to insure that all players have the opportunity to participate in league games. Participation on an SBAA team is voluntary. As such, it is expected that players attend and actively participate in all practices and games. Continued absences by a player can be disruptive to the overall team. For disciplinary reasons, a coach may bench a player for a game. This decision, and the circumstances leading to it, must be provided in writing to the Athletic Director and agreed to by the Athletic Director or his/her designate prior to the game. If the event precludes prior written notification, notification shall be made immediately following the game. It is expected that this type of issue be handled with equity across the team. The shall coach discuss the problem with the parents/guardians prior to taking any action. For health reasons, a coach may keep a player out of a game. This decision will be worked, in advance, with the Athletic Director. Issues regarding playing time should be addressed to the coach, first. The Coach must report repeat offenses by any SBAA spectator to the SBAA Board. 8.The SBAA strongly recommends the use of substitutes whenever possible, especially when the outcome of the game has more or less been decided. Deliberate attempts to humiliate an opponent, such as running up the score, will not be tolerated. 9.Every player is to participate in all practices. All CYO requirements and SBAA guidelines for playing time shall be followed. 10.For the safety of the players, the Coach is to start and finish practices in a timely manner. No child shall ever be left at a game or practice site without adult supervision. 11.The Coach shall attend activities such as Team Masses, Award Ceremonies and meetings and encourage parent and players to participate as well. The Coach shall support and adhere to the philosophies, guidelines and rules of the SBAA and CYO. The coach will check to make sure that all athletes have the necessary equipment for the sport. Non-compliance or violation of guidelines with the SBAA handbook can and may result in discipline up to and including a Coach or Assistant being declared ineligible for the present and / or future seasons. GUIDELINES FOR TEAM SELECTION Team selection will be overseen by the Athletic Director, the Coordinator/Commissioner of the sport, and one other Board Member. Any parent, who for specific reasons does not wish to have their child placed under the direction of a particular coach, must submit their reasons in writing to the Athletic Director prior to the first game. The Athletic Director may resolve the request or recommend the matter to the SBAA Board. Requests for specific teams or coaches will have no bearing on team placement. These guidelines will be followed: 3rd Grade Levels 1. Maintain same grade level teams whenever possible. 2. Select teams by Blind draw. Blind Draw - All names will be put in a ¡§hat¡¨ and coaches alternately draw without looking at players names/registration. 3. Carpooling requests will be considered on a case by case basis and will be honored at the discretion of the A.D. 4th Grade Levels 1. Maintain same grade level teams whenever possible. 2. Select teams by Open draw. Open Draw - Coaches choose players with names showing and coaches alternately choosing players. 3. Carpooling requests will be considered on a case by case basis and will be honored at the discretion of the A.D. 5th Grade Levels 1. Maintain same grade level teams whenever possible. 2. Utilize a process for evaluation recognizing proficiency skills in dividing the players into equal teams. This will consist of ¡§evaluation tryouts¡¨ held in a practice atmosphere with participation by all players. 3. Carpooling requests will be considered on a case by case basis and will be honored at the discretion of the A.D. 6.. „h6th Grade Levels 6th Grade Levels 1. Maintain same grade level teams whenever possible. 2. Utilize a process for evaluation recognizing proficiency skills in dividing the players into A & B teams where multiple leagues are available. This will consist of ¡§evaluation tryouts¡¨ held in a practice atmosphere with participation by all players interested in playing on the ¡§A¡¨ Team. Player will be rated by 4-5 independent evaluators. Utilizing this data, the A.D., commissioner, and the head coach will select the ¡§A¡¨ team. The remaining teams will be made as equal as possible, using an open-draw format by the coaches under the observation of the A.D. and commissioner. 4.The evaluations will be completed by at least 5 independent evaluators.The remaining teams will be made as equal as possible. 7th and 8th Grade Levels 1. Maintain same grade level teams whenever possible. 2. Utilize a process for evaluation recognizing proficiency skills in dividing the players into A & B teams where multiple leagues are available. This will consist of ¡§evaluation tryouts¡¨ held in a practice atmosphere with participation by all players interested in playing on the ¡§A¡¨ Team. All players are encouraged to participate in the appropriate tryouts. AWARDS AND RECOGNITION Christian Athlete Award This award is presented to an eighth grade boy and an eighth grade girl, at the end of each sport¡¦s year, whom symbolizes the characteristics and philosophy of the SBAAS.B.A.A. The criteria is a follows: „h Participates in several sports each year. „h Shows concern for others. „h Be someone who is courteous in all situations. „h An individual who expected no special treatment. „h Display a good attitude, win or lose. „h Be punctual and attend all practices, games and Team Masses. „h Be dedicated to the team: never having quit a team. „h Show an enthusiastic and supportive attitude at all times, even when he/she did not start a game or play a lot. „h Dedicated to St. Bartholomew and the SBAAS.B.A.A. program. This athlete does not have to be the star of the team. The selection process will begin in the early Spring. A committee, of Board members, will solicit nominations from the coaches. Each eighth grade coach may nominate up to three athletes. Their sons/daughters are eligible to be nominated. Nominations may be made by previous coaches and SBAA members. The focus of the award is on the player¡¦s career in the SBAA program, not just one year or a particular year of participation. The nominating Committee will take these recommendations, and use them as a basis for selecgting the recipient. The winners'winners name will be kept confidential, then, announced at the Spring Awards Night. The winners'winners names will be engraved on a plaque, which will be located in the lobby of the PAC. An honorarium, agreed to by the Board, will be presented to each winner. Team Banners The intent of these banners is visibly acknowledge the youth that participatesparticipate in this parish ministry, and reach a high level of excellence as a team. Criteria: „h An SBAAS.B.A.A. sponsored team. „h Winner of the city championship tournament, in the winners/higher level bracket. „h Beginning with the 1995-1996 season, and seasons following. Specifications: „h A banner less than or equal to 36 inches by less than or equal to 71 inches, of reinforced plastic. „h Colors designated as gold and forest green - Green background with gold lettering. „h Grommets across the top and bottom. „h All banners to be the same design, test variable according to the team. „h Attached by test hangers, appropriate for the weight required.Hung by test hangers, appropriate for the weight required. „h Banners to be hunghund at close of the season, or as soon as possible. Location: „h Hung from hooks, installed in the masonrybrickwork, directly below the structure supporting the roof. The first banner will be hung on the south uppermost corner of the west wall. Additional banners will be hung in a similar manner, in single file, continuing to the north side of the west wall.Subsequent banners will be hung in a like manner, in single file, continuing to the north side of the west wall. Should this line become filled, the next line will begin at the same spot at the first banner, one level done, continuing across the wall. This will continue until four lines have been filled. If all of these spaces are filled, the first banner that was installed will be retired , and the spot filled by the newest banner. Funding: „h SBAAS.B.A.A. will fund the purchase and installation of the banners. „h Maintenance will be provided, as needed, via the SBAAS.B.A.A. budget.
