HISTORICAL DATA: On April 27, 1876, the construction of the Church of St. Sebastian started under Fr. Mauricio Ferrero, OAR. He made an agreement with the politico-military Governor Ramon Pastor, for the labor of the prisoners in the construction. Recognizing the engineering and architectural skills of Fr. Mauricio, the Governor agreed on condition that he also design and supervise the construction of the stone prison - the Provincial Jail. On the eve of the feast of San Sebastian, January 19, 1812, Bishop Mariano Cuartero, OP, blessed the biggest church in the province. On October 23, 1933, Bishop Casimiro Lladoc, was installed as first Bishop of the Diocese. On March 7, 1956, Bishop Manuel Yap consecrated the Cathedral Church in solemn ceremonies, presided by the Apostolic Nuncio. The Cathedral was reconstructed under the then Vicar General and Parish Priest of San Sebastian Parish, the late Champion of the poor, Bishop Antonio Y. Fortich. He became the third Bishop of Bacolod in 1967. On March 29, 1987, the Auxiliary Bishop of Cebu, Bishop Camilo D. Gregorio was consecrated as the Fourth Bishop of Bacolod. Papal Nuncio Antonio Franco, the Vatican’s envoy to the Philippines, announced Pope John Paul’s appointment of Navarra as the new Bishop of Bacolod.
Navarra, 62, the bishop of Kabankalan, has been serving as papal administrator of the Diocese of Bacolod following the transfer of Bishop Camilo Gregorio to Cebu City in January 2001.
He said the Papal Nuncio had called him on to inform him that the Holy Father was appointing him bishop of Bacolod.
He said the nuncio told him: "Be good... "
Navarra, who is from Capiz, was the auxiliary bishop of Capiz from 1979 to 1987. In 1988, he became Bishop of Kabankalan City, also in Negros Occidental.
...As your humble bishop I appeal to all of you to take and receive this initiative for what it is intended – an important part of our healing process, so that we can start all over again, to usher in a “new springtime” in our diocese, to grow in that spirit of communion, which the Holy Father invites all of us in his apostolic letter Novo Millennio Ineunte, and to respond to the challenge, Duc in altum! .
