Episcopal Vicar is responsible for pastoral planning and personnel and for the effective use of resources, including people and funds to accomplish in the best possible way the work of Our Lord.

He is responsible for dealing with priests their assignments, ongoing formation, health and personal difficulties, seminary training; the relationship of men and women religious in the diocese; deacons, and the formation of lay ministers.
